I don't really have a horse in this race, but could the new Champion system consider generating Champion bones through starburst?

While we're at it, I have a few things to bring up:
- There really needs to be a boneyards command. The chance of someone finding them otherwise is close to nil, if the person building it decides they don't want it to be found.
- Could we make them not buildable inside org teritory if that's not the case already? Houses too, if that's a thing currently. Custom clouds rooms is probably another one that would be easy to abuse.
